Did we emancipate ourfelves from the dominion of Britain, only to fubjecl: ourfelves to the dominion of France ? Are the United States independent, if they dare not make fuch treaties as they pleafe, confident with prior engagements, and the general law of nations ? And is the fpirit of 1776 fo completely extinguifhed in the American breaft, that we (hall now tamely fubmit to encroach- ments which then we refilled and repelled ? Tame conceflions to unjuft demands, like the beginnings of ftrife,... are, as the letting out of water : the dam once broken, an irrefiftabie flood will ruih in, and overwhelm us. But fuppofmg the making of the Britifli treaty a caufe of war by France againft America, a violation of it, or a refufal to comply with it, would clearly have been a caufe of war by Britain againft Ame- rica. Britain had her complaints as well as we, and having propofed a reafonable accommodation, if we refufed to comply with it, had a right to em- ( H ) ploy force to compel us. This right would hive been the fame, if no treaty had been made, but merely a demand and refufal to pay Britifli debts.
