The Act of 1896 advised the formation of Concilia- tion Boards, and empowered the Board of Trade to approach the parties to the dispute. On the application of one of the parties they could appoint one or more persons to act as Conciliator or Conciliation Board, and at the request of both parties they could appoint an Arbitrator.
