During the past two years I have made an exhaustive study of the fires and their causes in this city, particularly since the passage of legislation author- izing the Fire Commissioner to investigate and institute criminal proceedings in case of supposed incendiary fires. This study made at various angles always led to one conclusion, namely, that the crime of arson is more prevalent in this community than many familiar with the situation in this city are willing to admit.
A thorough, consistent... and careful investigation of all fires presents the most convincing evidence that the majority of fires are not accidental. The Fire Preven- tion Division and Arson Squad are exercising the greatest vigilance possible for the purpose of exposing arson and punishing those responsible for it. I strongly recommend a continuance of this policy and that every- thing be done to encourage and enlarge this particular activity.
2. The fire stations of the department are being maintained in the best possible condition, yet there are a few which should be rebuilt and relocated when the financial condition of the city will permit.
