In preparing designs for standard abutment construction the question which logically assumes first place is this: Against what active horozontal pressure is it best in th...e interests of both safety and economy to design abutments? A great diversity of opinion exists among engineers and builders concerning the true value to be assumed in this case, it being a fact that assumptions as to active horizontal pressure made by engineers, who have made a study of these conditions, are ofttimes found to differ by as much as fifty per cent.
Eeinforced concrete has made possible the design of abutments and wings acting as one unit, and advantage is taken of this fact in the designs prepared by the Commission.
