QUINCY.
To improve the condition of our schools, the committee would further recom- mend a change in our present school system.
By a statute of this Commonwealth it is provided that the school committees shall select and contract with the teachers for tire town and district schools, unless tlie town shall otherwise determine. The committee are unanimously of opinion, that this power of selecting and contracting with the teachers of all the schools should be invested in the school committee, bel...ieving it would be more efficient, harmonious, and beneficial than by tire present system. The old practice of selecting and contracting with the teachers by prudential committees, has been abolished for some years past in the adjoining towns of Dorchester, Milton, and some others in the State, with the most satisfactory results. School government, to be efficient and salutary, must be decisive and direct. The duty of contracting with the teachers, and adjudicating as to moral character and fitness, should de- volve on one committee only.
