Twenty thousand violators of the automobile laws in re- spect to headlight violation were warned, although ar- rests could have been made. The increase in arrests over 1924 was 6,214. Fourteen members of the department during the period covered by this report were considered to be entitled to recognition for acts of exceptional merit in the line of police duty and were highly recommended. One hundred and seventy members were commended in instances of outstanding good police work. In one hundred... and three instances members were tried for violations of the rules. Comparison of crime reports discloses that the number of complaints received of serious assaults was about 12 per cent, less in 1925 than in 1924 ; that the number of complaints involving thefts of various kinds, by violence and otherwise, not including automobile cases, decreased a little more than 8 per cent., while the total of all com- plaints of principal major offenses shows a decrease of 8 per cent. The number of arrests in crimes reported shows an imiDrovement and the high proportion of prop- erty recoveries to losses reported has been maintained, all of which, in the face of an enlarged population, is very gi-atifying.
