It appears to me on every account important that this subject shall receive attention. And I know of no better way in which to inculcate the simple virtues which are the basis of character than to encourage and foster these training schools especially en- dowed by Congress. The Greneral Government, the State, the university, and the individual student will all be gainers— and that, in many different ways. If I have been able to show that there is a duty here, and that the means of per- forming ...it are simple and near at hand, I shall have done a public service. If I have further exhibited some of the excellences of a Spartan system of training, which has triumphantly withstood the tests of three great wars, as well as the trials which come with peace, I shall be most glad to have returned thus much to my Alma Mater. It seems to me that I understand, and that I must have made it clear, why it is that our little Army has never failed in any trial and why it never can fail so long cs the same wisa counsels govern the war school at which our officers are trained; and it appears to me that the methods which have been successful there are, with suitable modifications, universally applicable and deserving of adop- tion throughout our whole public educational system— from the common school to the State-supported university.
