WILLIAM S. WARD, Town Superintendent. MILLVILLE. With my limited experience as superintendent, I make the following remarks with diffidence : In our common school system and its workings, doubtless there are imperfections, but I cannot see that our school law could be materially improved, unless in a direction that would render the workings of the system more efficient. We have abundance of law for making good schools; our difficulty is the want of efficient teachers and officers. Under the pre...sent arrangement, teachers unqualified will too often be the instructors in our schools. In many instances the trustees have not the ability fully to judge of the qualifi- cations of teachers ; and if they had, circumstances of locality, relationship or other influences, proves a barrier to impartial action. Those that grant teachers licenses should, if possible, be placed beyond the reach of all such influences. If the board of chosen freeholders would, as tbfe law con- templates, appoint county examiners, we should at least be partially relieved of this difficulty.
