The Boards of Governors adopted bylaws, estabhshed procedures, appointed committees, and delegated appropriate powers to the Executive Directors, whose sessions began shortly after the close of the inau- gural meetings of the Governors. The first annual meetings of the Board of Governors of the Bank and the Board of Governors of the Fund were held in Washington from September 27 to October 3, 1946, inclusive. The United States Governor, John W. Snyder, as Chairman of both Boards of Governors, presided at the opening and closing joint sessions of the Bank and the Fund. He also presided at some of the separate meetings of the Boards of Governors of each institution.
