It is not difficult to understand that a highway surveyor could do more and better work when at liberty to select his workmen than when obliged to employ his neighbors as they stand in his dis- trict and all at the same price. Now I would not recommend that all highway taxes be raised in money, but would suggest, that as an experiment we raise twenty-five per cent, of the same in cash and I believe it would result in a saving to the town of just that amount, or in other words, I think we should save $500 or $600 yearly, which is now entirely lost.
