3. The CIP will be essential for the development of any grovv1:h management ordinances, if, in the future, the Town should determine growth management to be necessary.
The major change from last year's 6-year plan is a $200,000+ reduction in planned expenditures.
The $40,000 cut in 2009 will keep net outlays even with last year.
