That the income tax is theoretically the best of taxes is generally admitted, and the experience of other countries shows that it can be successfully enforced if the rate is mod- erate and uniform, and if the central government exercises direct supervision over the process of assessment. As between the three-mill tax and a tax on the income from personal prop- erty, preference should be given to the one most likely to be supported by public opinion, since, as Mr. Purdy so well said in his testimony before your Commission, the best tax is always that which is supported by public sentiment.
