The actual amount received for transportation de- pends as much on the character and amount of the tonnage as it does on the rate. It is therefore neces- sary to arrive at a point at which the rate would be fixed, if an equal amount of tonnage were moved at each of the different rates, in order to compute the amount which a variation in amounts of tonnage at varying rates affects the result.
