It is idle to say that in Massa- chusetts some railroad companies have made their returns in this way. That is true, but the Railroad Commissioners of Massachusetts have strongly condemned the practice, and have done their utmost to stop it. If you will take the 19 trouble to rnu through our Connecticut returns, you will observe that the Consolidated Road is almost the only one which reports that it has expended nothing during the year for construction or equipment. The Naugatuck makes the same... report, and improperly puts money spent for depot land and dock under the head of operating expenses, but it does have the frankness to state in so many words that it was spent for those purposes. But in the return of the Consolidated Road there is absolutely nothing to indicate the expenditure of a single dollar for construction or equip- ment.
The Railroad Commissioners knew that this return was false in this respect. On page 34 of their report they say: — " Among the improvements on the line of this [the Consolidated] road during the past year we note the new and commodious passenger stations at Meriden and Milford, the new freight-house and engine-house at Middletown, and the raising of the track and building of a substantial bank and river wall in connection therewith." Again, on page 20, they say : — " It will be seen, however, that of the 23 new passenger cars, 18 baggage cars, 1262 merchandise cars and 19 loco- motives added to the equipment of our companies, the cost of 3 passenger cars, 1 baggage car, and 506 merchandise cars was included (if paid) in operating expenses, which would add nearly 50 per cent, to the increased net earnings, //' the cost icas charged under the f roper head of equipment." The three passenger cars referred to were the cars of the Consolidated Road, and of the 506 merchandise cars, 460 were theirs.
