It may be remarked, however, that regimental establishments may or may not have any relation to facts. As a general rule they have none what- ever. Sir Arthur Haliburton quotes the usual authorities in support of the linked-battalion system. Lord Wolseley, who has so ably de- nounced the results of the system, is, of course, dragged in to defend it, and Sir Evelyn Wood is quoted as saying that * every General who has studied the thing at all believes that the linked-battalion system has been ou...r salvation.* I may say, however, that not even the high authority of Sir Evelyn Wood can convince me of the correctness of a statement which I know to be notoriously and hopelessly at vari- ance with the facts ; and it is with peculiar pleasure that I note the announcement of the Secretary of State to the effect that the system 'which has been our salvation ' is so bad that it is absolutely Sir Arthur Haliburtofis Letters 139 necessary to modify it, as a first step, I trust, to its entire abandonment.
