All complaihts shall be addressed to the Executive Committee, and shall be filed at least ninety days before the annual meeting of the Asso- ciation. The Committee shall investigate all complaints and report its findings,' with such recommendations as it shall think proper, to the Association for its action, and shall make a report at the annual meeting.'
