Hitherto the depression which has crept over this department has resulted from competition with steam- looms, from cheap yarn, from this yarn being exported, and hence compelling the English merchant, in order to compete with the foreign manufacturer, to bring down the price of cotton cloth below his ; and from the amazing productiveness of spinning machinery constantly choking the market, whilst human labour being driven from this department, and having no other resource, has been forced to keep itself on the loom.
