In the history of the race it is not true that the spiritual forces have uniformly domi- nated, or that the interacting forces have remained constant. Given a particular combination of me- chanical forces, as for example the environment of a particular nation or race, and it may be assumed that the operation of these "will be fairly uniform. But the spiritual forces show a disposition to ebb and flow. The human spirit is mysteriously seized by some inspiration and the force of its energy sweeps... everything before it. Again, some paralysis seems to fall on the spirit of a people, and there fol- low an atrophy of spiritual activities and a lapse to a lower stratum of development. So our expectation of even-paced progress is dis- appointed, and instead we find a dual movement in which the fruits of development seem to be ever fall- ing into the jaws of dissolution. The truth is, the positive forces never act alone, but the whole drama has its negative side. There is in the world a ten- dency to non-being which makes it necessary for the evolution philosopher to couple with his category of development that of dissolution.
