It fell into the error of most privileged bodies. Little by little it tried to exclude new blood . The clans, who disposed of the echevins' seats, were unwilling to admit out- siders to a share. Wealth alone was not enough to open the door to office. Monopolists of power regarded it as a kind of family possession. Hence- forth birth mattered more than any other social condition. At first a plutocracy, the government became in the long run an oligarchy. Nowhere does the transformation that took ...place appear more clearly than in the town of Ghent. There the echevinage had passed in the course of the i3th century into the power of a selfish and arrogant clique. The principle of annual change in the communal offices, though outwardly respected, was in fact violated with impunity. A rota was introduced which had as its result the retention of power in the hands of the same individuals. Each year thirteen new echevins (echevins de la keure) took office ; but side by side with them the thirteen echevins of the pre- ceding year (echevins des parchons) and the thirteen echevins of the year before that (vacui; unemployed) still remained associated in the administration.
