They have evidently, according to Mr. Kenney's statements about broken rails, passed the limit of safety.
In a letter which Mr. Hill sent to the Governor of Minnesota on January 14, 1907, he gives the following exact data com- piled from the official reports of the Interstate Commerce Com- mission, which further emphasize the greatly increased wear to which rails are now subjected : 1895.
