The weakest spot in the school system of this Territory is the existing mode of Territorial and county supervision. The 8 GOVERNOR'S MESSAGE.
Territorial Comptroller is by law made the Superintendent of Public Schools. For this extra duty he receives no compensa- tion whatever.
