Every manufacturer knows that the goods he makes up for sale very often cannot be got rid of. They are in an avail- able shape for consumption, but for one reason or other a demand for them does not exist : they are left upon his hands, and some- times the consequent lock-up of capital is so great that the manufacturer is ruined. And what happens in the case of manu- factured goods may equally well happen in the case of manufac- tured coins. This is shown conclusively by the experience of the U...nited States Government from 1878 to 1890. In the former of those years the Bland Act was passed, requiring the Secretary of the Treasury to buy every month not less than two million dollars worth of silver, and to coin it without delay into legal tender pieces. Everything the Treasury could do was tried to force the silver pieces into circulation, but without effect. After a time the effort was given up, and silver certificates were issued instead of dollars. So complete was the failure to get out the silver coins that in 1890, when the Sherman Act was passed, the experiment was given up.
