When it was objected in the Reichstag in 18S2 that his monopoly projects savoured of Socialism, he did not deny the imputation, but welcomed it, observing: "Many measures which we have adopted to the great blessing of the country are Socialistic, and the State will have to accustom its...elf to a little more Socialism yet. We must meet our needs in the domain of Socialism by reformatory measures if we would display the wisdom shown in Prussia by the Stein-Hardenberg legislation respecting the eman- cipation of the peasantry. That was Socialism, to take land from one person and give it to another — a much stronger form of Socialism than a monopoly. But I am glad that this Socialism was adopted, for we have as a consequence secured a free and very well-to-do peasantry, and I hope that we shall in time do something of the sort for the labouring classes.
