At any time within thirty days after this certificate is filed, any property owner assessed has the right to file objections if he can show that the work has not been constructed substantially in compliance with the ordinance.
The Board is making every effort to promote fair and honest compe- tition among the contractors and tries to get the work done at the lowest possible cost.
