In America, at different times, many of the railroads have issued large amounts of " watered " stock, have come into the hands of receivers, have written down their capital, and perhaps levied assessments. After a series of such operations, the precise r...elation which the nominal paid-up capital bears to the amount of money actually spent on the line is somewhat difficult to discover. Of late years, again, some American rail- ways have been spending large sums out of revenue 2i8 BRITISH RAILWAYS on their permanent way and equipment ; the money thus utilised does not appear in the capital accounts at all. In this country, too, although the iinancial history of the railways has been tame and colourless compared with the excesses committed in America, various factors combine to obscure the relations between capital and cost.
