These qualities were conspicuous through all his checkered and unblemished life, from the time when, poor and struggling for existence, he followed the hard fortunes of the flat-boatman on the Mississippi; through all his honorable career as a lawyer and a legislator, until elected to the highest office in the gift of the people. It is thus evident that there was no design on the part of the Republican party to interfere, upon their accession to power, with slavery in the States where it then existed. Furthermore, if they had such de- sign they could not have executed it.
