In the wake of Watergate, Congress seized power over the budget through the Congressional Budget Act of 1974. The procedure and rules that constitute the Congressional budget process were incorporated into the Act as little more than an afterthought. Still, there was an earnest effort to create some sort of a process whereby Congress could make coordinated budget and fiscal policy decisions. Up to that point, Congress passed separate appropriations and tax bills without any overall blueprint En...titlements were not even addressed in the context of spending control. The major concern in developing the 1974 Budget Act was not to control the deficit, which, as measured by today's standards, was quite small. Rather, its proponents were preoccupied with controlling entitlements which were not subject to annual reviews by the Appropriations Committees. The solution was to develop a budget resolution that set ceilings on spending and a floor on revenue. A two-track approach was developed for executing the budget.
