By this means and by the use of substitutes for wheat-flour a large saving has been made. The present Canadian con- sumption of wheat-flour is about 600, 000 barrels per month, as against 800, 000 barrels before the war. All dealers in foods have been placed under license and required to operate under the regulations made by the board.
