(43) 44 The various cargo preference laws that now exist are an important element of support to our maritime industry, providing a dependable pool of cargoes for the emplojTnent of U. S. Vessels crewed by U. S. Citizens. Cargo preference as it relates to foreign aid is of special concern to the Members of this Subcommittee. Foreign as- sistance programs funded by U. S. Taxpayers should have widespread economic bene- fit to workers in this country.
