Such state-wide authority to locate and plan new cities or new communities is clearly necessary if the problems and growth trends of the entire state are to be co...nsidered and provided for adequately. Further, local communities often lack not only the personnel and financial resources to initiate and implement such programs, but also the authority to coordinate the numerous municipal governments which may exercise various types of jurisdiction over the land involved. The same reasons dictate the necessity of state control over land use in the selected location during the period between site designation and actual development of the new town. This kind of interim control would make it feasible for this state to begin planning for new towns some years before it was financially able to implement such programs.
