To quickly assess the difficulty of the text, read a short excerpt:

I almost wrote a letter.
27 How can you dream of managing Russia? We can't manage Haiti, for example. A country of 150 million people, 13 time zones. No, sir, you can't manage it.
We have some leverage. We can encourage them, we can meddle inside, and the more we do, the more counterproductive it becomes.
On NATO expansion I am very much opposed to it. I have spent nearly my entire life studying Russia, and I think I have acquired as a result an ability to see things from within the country. I
...un- derstand their hostility to it, and I can add that not only the gen- erals, but every Russian I know is opposed to it. They regard it as a slap in the face. The argument runs that we have democracy, we have introduced free markets, and what are you doing? You are treating us as outsiders. We still don't belong. So we want to join NATO. But why do you extend NATO to areas of Eastern Europe which we do not menace and which indeed we had liberated from the Nazis?
I think expansion of NATO would be a self-fulfilling prophecy in that it would play directly into the hands of the nationalists.
