Said deductions shall be made from said earnings or compensations in monthly or semi-monthly installments according to the time at which said salaries or compensations are paid; provided that where the earn- ings of any officer or employee are on an hourly or per diem basis deduc- tions based on his total earnings for the month shall be deducted from the installment of said earnings paid for the last half of the month.
