For the purpose of meeting the obligations of our contracts and for foreign commerce the free and unlimited coinage of gold and silver at the ratio of 16 to 1 meets our ap- proval, but for internal commerce the truly scientific money of the United States is a money issued solely by the government, without the intervention of corporations; such a money should be full legal tender for all debts, public and private, without any exception or limitation; it should be re- ceived by the government in payment of all public dues.
