The soc...iety was authorized to receive ''any destitute child or children at the request of the parents or guardians, or next friend, or the mother, if the father be dead, or has abandoned his family, or does not provide for their support, or is an habitual drunkard, such parents, guardians, or next friend, or mother making a written surrender of such child or children." This institution has remained the one institution under private auspices for the care of dependent negro children in the District. The Industrial Home School was organized in 1879 ''by a few benevolent ladies." The transition of this institution from private to public control is set forth as follows in the report of the congressional committee : During its first years the school occupied rented quarters, but in March, 1875, the Commissioners of the District of Columbia set apart for its use the buildings and grounds of the Georgetown almshouse * * *_ The trustees asked the commissioners to recommend to Congress the enact- ment of a law, similar to that existing in several States, requiring the District of Columbia to pay to the board of trustees of the school the amount of $2 per week for each inmate of the industrial home.
