For they based their ideas of Japan on their ob...servations of things in China. What was not possible in that country, could not be possible in Japan — so they said. But when they saw Japan's marvellous transformation they ran into the other extreme and said that China's uprising as a strong state was a question of a very short time. They even began to talk of the "yellow peril." For in their view what was possible with Japan was necessarily possible with China or any other old country. I believe therefore that a fundamental difference in the mentality of these two nations is of very great practical importance, for this fact if rightly kept in view will greatly simplify matters in all discussions of Far Eastern questions.
