The Chinese question in the United States now took on a new form. A practical ques- tion in regard to the welfare of the country arose, which required a practical solution. A brief examination of the legislation in regard to the Chinese will serve to show how the difficulty was met. Legislation in regard to Chinese immigration followed very closely the course of public senti- ment. In 1868 the Burlingame treaty was passed, granting free entrance to any Chinamen who might wish to visit the country and also the right of per- manent residence. In 1880 a treaty was con- cluded between the United States and China, ' under the terms of which the United States was secured the power of regulating, limiting, or sus- pending the immigration of Chinese labourers if, at any time, the government should be convinced that the presence of such labourers threatened to affect the interests of the country or to endanger the good order of any locality ; but it was expressly stipulated that any suspension of Chinese immigration should be temporary, and not final.
