In one word, the new China has been awakened to the con- sciousness that their country has been unjustly treated, and this consciousness has been the sole cause of the obstruc- tion, as it is called, to the carrying out of the policies of the foreign Powers. If there are persons whose minds are so much prepossessed by prejudice or self -estimation and self- interest as to render reasoning inaccessible and fair judg- ment impossible, we earnestly request them to remember Confucius' grand doctrin...e of " Reciprocity. " Suppose you had driven the four hundred million Chinese away from their celestial empire and replaced them by Anglo-Saxons or the people of other nations. Make them suffer as the Chinese have suffered and then frankly and conscientiously answer if these people would not do as the Chinese have done only very little and that more quickly. Unless being precluded from normal reasoning by mental aberrations, you cannot but answer in the affirmative. This being admitted, the anti-foreign feeling in China cannot be what has been currently accepted, and can only be designated as a movement of resistance against foreign encroachment.
