The workload is enormous and the period between detection and tracking the source of infection is too lengthy. Death occurs in rather short span of months, frequently. Could lives be saved by increasing Dr. Dritz's small staff? Several years ago her office had three doctors. Now she and one secretary are the whole staff. (The secretary also does some interviewing because of the heavy workload).
