The council and committees are formed from the same sources. The elite of club-land is picked out to perform the many necessary duties that must be carried on at head-quarters. It is natural, therefore, and right, that all organising work should be accomplished here with greater ability and success ; and this, of course, applies to the educa- tional sphere of organisation.
