The ground which Wendell Phillips and his followers take is not merely to alter the law and enfranchise the races held under it as inferior to that holding the dominion by right of conquest, but to abolish the con- stitutions which recognize that right as established, and admit to equal participation those races hitherto excluded as inferiors.
