Now it is clear the United Kingdom could by a duty keep out the whole of the imports from foreign countries, but as the quantity of Colonial wool would be still far beyond the British consumption, the surplus would have to go to foreign buyers, and in no shape or form could the Colonies be benefited by the fact that the foreign was kept out of the United Kingdom.
