These agreements for self-government were entered into for the single purpose of meeting absolutely necessary administrative re- quirements. They were forced upon the companies by the logic of events, and they had been almost reluctantly submitted to by them as restraints upon their freedom to indulge in practices in the highest degree detrimental to the public interests. But in the face of these facts many sincere but deluded complainants against the very evils which such agreements were especially designed to overcome joined in a chorus of denunciation against them.
