Packer reports that: In accordance with the admission on the passage of the bill that when experience had proved that there was no injury to the trades covered under it, such experience would be an unanswerable argument in favor of the extension of the scope of the 1897 bill, a committee was appointed in November, 1903, by the Home Secre- tary to inquire and report to the Home Office (1) What amendments in the law relating to com- pensation for injuries to workmen are necessary or de- sirable ;... and (2) To what classes of employment not now in- cluded in the workmen's compensation acts can be properly extended with or without modification. 63 The committee was composed of able men, represent- ing all interests, and took exhaustive evidence, making a report in August, 1904, which has been accepted as a basis for future legislation. As to exclusion from payment of accidents caused by the "serious and wilful misconduct of injured, " and of payment for the "first two weeks after an accident, " the committee recommended that no change be made.
