There shall be provided for each voting place at which an election is to be held, such a number of ballots that there shall be at least fifty-five for every fifty registered voters at said polling place. The commis- sioners of elections shall, in addition to the ballots, prepare full instructions for the guidance of voters at such elections, as to obtaining ballots, as to the manner of marking them, and the method of gaining assistance, and as to obtaining new ballots in place of those accidentally spoiled; and they shall respectively cause the same to be printed in large, clear type, on separate cards, to be called "cards of instruction, " and BALLOT AND MANNER OF VOTING 69 they shall respectively furnish the same and the ballots for use in each such election.
