) 164. [1240]. Number of ballots to be furnished polling places. There shall be provided for each voting place at which an election is to be held, such a number of ballots that there shall be at least fifty-five for every fifty registered voters at said polling place. Every civil district or ward shall have the same number of polling places as are now or may hereafter be provided by law. Where there are two or more polling places in any one civil district or ward, a quali- fied voter of said wa...rd or district may vote at the one he prefers. The commissioners of elections shall take notice, or shall notify the officer charged with the printing of ballots, of the number of registered voters in each ward and civil district, at least twelve days before the day of election. The commis- sioners of elections shall, in addition to the ballots, prepare full instructions for the guidance of voters at such elections, as to obtaining ballots, as to the manner of marking them, and the method of gaining assistance, and as to obtaining new ballots in place of those accidentally spoiled; and they shall respectively cause the same to be printed in large, clear type, on separate cards, to be called "cards of instruction, " and BALLOT AND MANNER OF VOTING 69 they shall respectively furnish the same and the ballots for use in each such election.
