The North St. Paul Railroad Company, its assigns or suc- cessors in interest, shall raise or lower the tracks, posts, struc- tures and appliances to conform to any changes that may be made in the grade of any of said streets, at its own cost and expense, whenever said streets are actually ordered to be graded to such changes and it is ordered to do so. 2273. Sec. 7. The track of said railway lines shall not be elevated above the surface of the street, and shall be laid with such rails as shall ...be approved or ordered by the common council, on or as near as practicable to the center of said streets, and shall be so laid that carriages and vehicles can easily and freely cross said streets at any and all points there- of with the least obstruction possible. Provided, that no track, or part of a track, shall be oper- ated before the same shall have been inspected and approved by the common council of said city after written notice of its completion. 870 2274. Sec. 8. The North St. Paul Railroad Company, its assigns, or successors in interest, shall at all times keep so much of the streets occupied by said lines of railway as may lie between the rails of each track, and between the lines of double track, and for a space of two (2) feet outside of the track or tracks cleaned and in good repair, and shall cause the snow to be removed so as to afford a safe and unobstructed passageway for sleighs and wagons, within twenty-four (24) hours of the snowfall in each instance, and the repairs and removal of the snow shall be done to -the satisfaction of Jthe common council, or such person or persons as may have supervision of the streets of the City of St.
