He begs a can- did consideration of his propositions. If not acceptable, they may, perhaps, suggest others more available. If not practical or practicable, others with a better chance of success.
The means and manner of carrying them out, would re- quire time and much consideration to mature, but if favored wdth the approbation of my countrymen, there could be no difficulty. Some of the changes suggested, might require a constitutional amendment ; others only an act of Con- gress or of our legislatures.
