The judge objected to the attempt to nullify the provisions of the Act concerning conciliation, and had the dispute divided into ...sections and referred as separate hearings to the conciliation commissioner.^ Court not Compelled to Render Award While the Court has always given a patient hearing to the subject matter of a dispute, it has reserved to itself the right to refrain from making an award or from altering an existing award or agreement where the circumstances did not seem to justify such alteration. The Amending Act of 1908 expressly permitted the Court to refuse to make an award if for any reason it considered it desirable to do so.
