Deane complains bitterly that the announcement was not made in a more formal way and in the form of a document of some import ance, instead of a three or four line letter from a committee ol Congress. 12 In another letter he complains with some show of resentment, that he gets no instructions from Congress and th...at the delay in issuing the Declaration is absolutely destroying American prestige in Europe. 13 Even Lee became disgusted with the dilatory methods of Congress and writes to that body in these words, * For Heaven s sakes, if you mean to have any connexion with this kingdom, be more assiduous in getting your letters here. I know not where the blame lies, but must lie somewhere, when vessels sail from Philadelphia down to the middle of Au gust without a single line (instructions). " 14 As late as March, 1777, Deane writes to the Committee of Secret Correspondence that he has received just three letters since he arrived in France a year before.
