For these reasons, and because the papers you have sent me, as well as the allusions in your last note to the action of Con- gress, do not seem to justify the conclusions you have drawn, I liad hoped — and still hope — that you may be disposed to recon- sider them ; and if favorably, I have supposed that you would prefer yourself to apply the remedy.
