Assuming that the total number of criminals convicted is one-third more than of the crimes for which conviction is had, this would give us 1,826 criminals and consequently an average of 1,346 francs for each criminal. But if it be considered that about 60% of those guilty of theft either are never discovered, or else are acquitted for lack of evidence, we cannot go far wrong in midtiplying by two the sum thus arrived at.
